organized criminals such as the italian mafia or japanese yakuza. these organized criminals usually terrorize the locals into paying fees for using "their properties". gangsters also lend out money to people, but if you don't pay it back they will kill you and your family so don't risk it. Gangster can also mean those ghetto looking people in a ghetto town. usually these ghetto gangsters wear baggy jeans and overly big hoodies.
