Generally, things that are half-assed aren't done as well as they could. This can be meant casually or negatively. Usually, it's a project of some sort that someone slacked on, producing a half-assed result. This can be achieved purposefully (because people don't care) or unknowingly through the collective stupidity of those involved.
ie - Knol Dictionary (no offence meant here) is half-assed because the majority of entries are bullshit, there are far too few entries and a large collection of definitions are either inaccurate or completely ridiculous. (for what it's worth, I think a stricter "post review" system should be implemented to filter out garbage that's making it way on here)
ie - A teacher might tell a student - "The half-assed assignment you handed in didn't even cover the proper material. It shows no effort or creativity."
