it is when you get expelled from school. A series of serious offense gradually ends up in this kind of situation. It is very rampant nowadays specially in public schools where children and teens gets so much exposed with drugs and violence. A considerable percentage of children that get expelled came from broken families or has a history of domestic violence and lack of attention as well. The concept of this is to punish or give a lesson to these children but often the end result is not that rewarding for it does more damage than good specially to the psychological state of the person concerned.
